And for me as well. MOUNT should be little more than a CLI wrapper
around a $MOUNT system service and that $MOUNT system service should
provide generic mount services only and should ask filesystem specific
drivers/modules about anything that's filesystem specific.

BTW, all this (and a lot more) would be required as a pre-requisite
to properly supporting end-user written filesystem drivers in VMS.
