EDTINI.EDT is as its file extension would imply, for the EDT editor.
EDT is invoked with the command EDIT/EDT.

TPU is another editor built upon EVE (Extensible Versatile Editor).  TPU stands for Text Processing Utility.

The messages you are receiving are due to the fact that the commands for EDT are different than those for TPU.

Change your command to EDIT/EDT/INIT=EDTINI.EDT NESTTEST.COB and the initialization errors should disappear (assuming that the contents of EDTINI.EDT are in fact, valid EDT commands)

If you still have questions, post the contents of the EDTINI.EDT file.

In regards to defining the keys:

 In the putty configuration screen: under terminal keyboard, set the backspace key to be Control-?(127)
The function keys and keypad I have set to ESC[n~    Setting it to VT100+ or VT400 should work as well.

When you log in to the OpenVMS system, perform a SET TERM/INQ and that should be all you need.  I work with this setup all day long connected to numerous client systems without any problems.  The kaypad works just fine and I don't have an initialization file.
