This is actually a very funny/interesting topic/question.
RSX is the other way around. By default *everything* is in the
background (using Unix terms). It's like every command you typed were
done with an '&' at the end of the line.
I can understand why VMS would not want this by default, but I would
have thought that it would still be possible if you dug enough into the
internals... But maybe not.
I do agree that being able to run several commands in parallel is a very
useful thing from time to time.
