I found it in the debugger and DTM.  For the debugger, that is for debugging multi-process applications.  DTM?  Not sure why.

The problem that ATTACH seemed to solve was trying to manage multiple processes from a VT100 (without using something like TOPS-10 OPSER or TOPS-20 PTYCON).  Now a days, you have a larger screen where you can have multiple terminal emulators so ATTACH has less value (they do share the JOB table so that is a benefit over separate terminal screens).

[One of my former coworkers actually wrote a PTYCON-32 for VAX/VMS.  It might be on some older Freeware CDs but I'm not sure.]
