Similar to what Dan stated ..

I will defer to the official answer from VSI, but from the HP
V8.4 SPD:
" Media and documentation are bundled with the operating system
software."

Hence, assuming a new and OpenVMS system software license has
been legally purchased, I would assume (subject to VSI
correction) where the actual media comes from is not an issue.
