Well, it depends. DEC always supplied manuals with everything, whether or
not anybody needed them.
On the other hand, IBM never included manuals. Why give the customer a
free manual when you can sell it to them? IBM would never pass up any
opportunity to bill the customer for something. That form for ordering
manuals? They probably billed you for that too.
