If it is coded correctly and Java on VMS is good then yes.

But sometimes bad code make unhealthy assumption about
file/directory names or the format of text files.

And I believe the behavior of Java on VMS is very
dependent on the logicals controlling behavior
of various C API's.

So yes but.
