The UIC is the unique user identifier. All access to resources is based upon one identify (represented by the UIC) and the Rights Identifiers authorized for the process. Both are maintained by AUTHORIZE, although in different files.
Disk quotas are enabled and assigned per logical volume (e.g., individual volume or volume set). They are not the province of AUTHORIZE. They are perhaps less critical than in the past, but I still prefer to use them. I have seen runaway programs fill disks, storage is never infinite and systems are far faster these days.
