Without getting into why the FAA will not let you fly, I can answer that by 
"build an Ultralight Vehicle", no license required, no hassles from the FAA.

Also, the FAA can grant a pilot license.  That has little to do with actual 
flying.  Haven't seen any licenses issued to birds.  Do you always follow all 
the rules?
