DECnet was created in an environment where it was pretty much assumed
the company had total control of the network infrastructure and
tapping/eavesdropping or spoofing was pretty much unheard of, except
perhaps for spy movies involving three letter agencies. Different
world now. A bigger problem is simple monitoring and getting passwords
and so forth.

I suspect that this was created as an unintentional side effect of
a node with more than one adapter seeing itself.  That is, receiving
a hello from its own address that was sent by another interface. But
who knows.
