Rdb doesn't need DECnet at all.  Yes, one can connect to a databae over 
DECnet, but how many people really need this?  DECnet between sites 
(except over IP) is rare these days.  DECnet within a cluster is not 
needed.  So, it is usually needed only between two clusters.  Even 
there, is there anything so complex it can't be changed to use IP?
