The source listings are not necessarily required to contribute. It might not be a project of the same magnitude as LD, for example, but you might have a favorite "personal library" routine to help you navigate the swamp and you might think everyone would love it if only it were made part of LIBRTL. Or you might have a "better" routine that you use in place of a standard CRTL call (complete with your own feature logicals.) Maybe you have a little helper program that would be useful to implement as a new lexical function.
While checkin-ready would be nice, we don't necessarily expect it. We do expect a certain level of code quality, of course.
