You didn't provide the output from "$ write sys$output f$getsyi ..."
Anyway,you have to change one or more system parameters. It is all in
the documentation.

And yes, it tells me something: there is a minor defectlet in the
kitinstal.com: you shoudn't get a "%CC-E-NOPAGES1, $"
