   Ah.  You're using the VMS CLI form of the program.  It
appears that that form never had the foreign-command advice
in its "Usage" report.  Whether this was a conscious design
decision or a bug, I know not, but it's been that way for so
long that I'm unlikely to change it without a good argument. 
Perhaps the original thought was that anyone who read far
enough to find the VMS CLI stuff probably didn't need a
reminder about defining a foreign-command symbol.

   Ask me again why I request actual commands with their
actual output in problem reports.
