I would disagree.  The Anonymous account is setup for network transfers only.  Look at the restrictions within the UAF and the only access allowed is network.  In order to "login", you would need local +/or remote.  With the network only access, the account is usable for FTP communications between the FTP client and server.  No interactive access should be allowed other than the entry of FTP commands into the client.
