On an only slightly related topic, on a typical UNIX-like
system, a typical FTP server (like, say, one based on
WU-FTPD) allows the administrator to define one or more
"guest" users. These have actual passwords, but are confined
(by chroot()) to a particular directory tree, in the same way
that a true anonymous user is. Thus, a guest user can have
capabilities between those of a normal user and those of a
true anonymous user, but any access (and/or damage) should be
confined to a particular directory tree. The HP-UX forums in
the (often annoying) Hewlett Packard Enterprise Community
forum set have seen many threads dealing on how to configure
that stuff. If the TCPIP FTP server offers anything similar,
then I haven't noticed it.
Of course, whether any FTP arrangement will satisfy the
actual requirements would depend on what those actual
requirements might be. Here, all we have seen is a request
for a special "account", for use with FTP, not a description
of which data need to be transferred to where, and which
software is available at the other end. (I've inferred that
the VMS system would be the server, and some non-VMS
system(s) will be the client(s).)
