Download the schematic, and identify the outputs.

Use the VOM to determine what the voltages are at the outputs.  Given the
symptoms I'd assume the standby 5V is good but the 5V rail is not good but
this may not be the case.  Then put a 10uF or so capacitor in series with
the VOM and measure the AC voltages to get some sense of how much ripple is
on the rails.  

No need for a dummy load for the basic first test, just test it in-circuit.  
It'll be a lot easier to work on it on the bench with a load, but you'll 
only need to load the 5V rail down and you can use a car headlight for that.

But once you figure out which rails are dead, the scope will make your
life much easier since you can see the thing try to kick over.
