As you've stated below, definitely confirm those are not in present 
use.    I wouldn't bet those UCX$* directories aren't in use, though.   
It's quite possible at least some upgrades are still using some of 
those old usernames, for instance.   I don't have any servers hand that 
have been kept around for aeons and across upgrades to check and 
confirm that, though.

I'd spend some time doing the post-installation steps for the various 
layered products including TCP/IP Services, and having a look around to 
what is still needed.    Or often more intimidating to start with but 
easier over time, do the occasional reinstallation of OpenVMS and 
layered products, and bring everything up to current.  That includes 
details such as getting rid of VAX C code, enabling diagnostics in 
compilations, and other such retrenchment projects.   Establishing 
installation kits or tools — what might eventually become the 
foundation of containers — to make the local customizations much more 
repeatable.   OpenVMS lets folks become far too comfortable about their 
configurations, the environments almost inevitably degrade off into 
unique one-off configurations, and the permutations and the accumulated 
cruft and stale code and the rest just makes things difficult for 
everybody.   Keeping current is a key part of that, too.
