No. DECnet and TCP/IP are very separate network protocols.  They have
nothing to do with each other besides both being network protocols, and
DECnet V being able to use IP as a transport, if both are installed.

Don't bother with DECnet unless you need to support some existing DECnet
stuff on an old installation.
