Not just information, but hobbyists could download patches for free.
(Paying customers tend to be more conservative, installing only patches
that they think they really need; I'm sure that some hobbyists found and
reported bugs which were later fixed.) 

If I had a time machine and went back, say, 25 years, and needed to 
really confuse someone, I would say: Within your lifetime, VMS patches 
will not be publicly available.  But there will be practically unlimited 
free porn!
