A wise old security guy once told me that the cheap combination
lock on the front of a secure Tempest computer cabinet was not
meant to prevent anyone from actually getting into the cabinet.

Rather it was a meant as a flag to indicate that a break-in had
occurred and then they could take appropriate steps such as
change passwords, get security involved etc.

Their worst fear was someone breaking in and NOT KNOWING that a
break-in had occurred.

Same analogy would apply to online security. 

For those Cust's here that really worry about things like this, I
would recommend taking a look at System Detective from
PointSecure. It has oodles of additional auditing, escalation and
logging features - including those actions of priv'ed
users/admins (you can designate keystroke auditing to be sent to
remote system where system manager has no access).
