It looks like some of my comments may be based on my wrong belief that
the updated tools could be used without installing the base kit.

I will see what the situation is like when I find time to do a fresh
installation.

On the HPE website which contains the three Freeware download zip
files for the version 7 Freeware CD, the link to the V7 contents is
broken so I didn't know which of the zip file archives needed to be
downloaded.

I later found a different Google search gave me a direct link which
I was able to follow.
