interface" or the drive enclosures do not process device serial numbers
or the enclosures don't have (unique) serial numbers.  The different
versions of SYS$SYSROOT:[SYSEXE]USB$UCM_DEVICES.DAT;* probably have
clues.

I believe that if the two enclosures both have the same (or no) serial
number, VMS will consider the enclosures to be the same, and get
confused.
