All true.  On the other hand, life is short and resources are finite.

Yes, a fresh install would probably fix the problem.  But it's not just 
VMS, so there are layered products as well.  And a patch.  Most 
important, various customizations I have made over the years, mostly in 
regard to moving stuff off the system disk.  Yes, this is a baroque area 
as well and while "supported" is not very straightforward.  This would 
cost me much more time than occasionally doing a SYSMAN> CONFIG SET TIME.
