Here are the last 3 lines before the accounting information:

%MAIL-E-UAFOPNERR, error opening user authorization file
%DCL-W-SKPDAT, image data (records not beginning with "$") ignored
  ADMIN        job terminated at  4-SEP-2016 10:15:04.83

SKIPDAT comes from MAIL commands.  There are 2 SET FORWARD then QUIT.  
Verify was turned off, so I can't see which SET FORWARD command threw 
the error.
