It is not really a logical separation; it's more a matter of the timing
of our getting the work done. The 64bLBN work is a big deal - many
device driver changes, the I/O exec, fighting with various 32b/64b 
arithmetic conversions, etc. Plus, we decided to clean up some ancient
notions about disk geometry that no loner apply. When this all gets
done then the file system can verify that it handles the larger block
numbers correctly. All the rest of the basic file system work is happening
in parallel with the 64bLBN work.

That's a lot of detail but I did not want to leave a wrong impression about
"in two stages".
