Power9 will address the high end market - especially those environment that need very high throughput. 

ARM the lower end, lower power end market. 

X86-64 the mid-tier market.

Different markets, different requirements, different price points.

If there is anything smarter companies like Oracle have learned, it's never put all your eggs in one basket.
