   DEC submitted a RFC for a FAL-like capability.  It didn't get adopted.
   ISO/OSI also submitted an RFC for thier equivalent to FAL as
   an IP protocol.  It dwasn't adopted, either.

   In a world where a whole bunch of folks run around on thier
   byte-stream-only file systems caliming "binary always works", the
   recognition of more powerfull file systems with other file organizations
   can't get above the hype.
