Ok, more thoughts.

I'm guessing TCP/IP is sort of the same on multiple platforms.  Maybe not.  But 
if it is, then implementing some of the DECnet capabilities using TCP/IP might 
not be considered part of TCP/IP, but VMS extensions (tools) to the product.

But, then it could be argued, DECnet as it is now is just that, VMS specific tools.

One could ask, why re-invent the wheel?
