Perhaps generally true, but there's another way . . .

My small (~2000 residents) town built its own fibre network.  We outsource the ISP
function, but it's run to our specifications.  I get ~500Mb/sec down and ~800 Mb/sec up.

Because we're hard-left wingers, we never met a tax we didn't like, so we were quite
happy to tax ourselves to build it.  However, because the cost of our service is much lower
than what folks were paying for satellite internet (it was either that, or dialup, before our
network), the total cost of internet + phone + local taxes is now less than it was before our
tax increase and network build.
