Yes, folks do write real programs in DCL.

It's also problematic to use it, as DCL is fairly firmly stuck in the 
1980s and 1990s and the available development tools are limited and 
third-party.

As for any current alternatives to DCL?   Not good.   BASIC is not 
ubiquitous on OpenVMS.  DCL is.
