What version of VMS and (I assume) HP TCPIP?

I vaguely remember this (device being allocated to a nonexistent
process) being an annoyance for years, related to the use of the
SHARE privilege, and something was fixed to take care of this.
If in TCPIP the fix may not be in TNDRIVER (if the fix is in drivers
themselves, it probably isn't)
