I've found it Nic and yes it is written in Pascal. It's at Brian's site:

The documentation says bug reports should be directed to some guy
by the name of Hunter Goatley. :-)

It's better than VMS help but it's still limited however. For example,
there's no searching a tree or navigation of topics using the cursor keys.

I've still got a new help prototype on my outstanding list to look
at some time but right now other things are taking priority.
