None of the VAX or ALPHA CD images are ISO-9660 in spite of what they 
are named at the FTP site.

The IA64 install disk is dual format ISO-9660 / ODS-2, and if you just 
burn or copy the ISO-9660 portion of it, you will not have a usable disk 
image.

The reason that the images are named .iso is probably because some 
ancient CD-ROM burning software required the disk images to be named .iso.
