The cpu’s get started very early in the boot process. Perhaps STARTUP.COM does it. If so you might try and locate that statement (or set of) and modify it. Either by commenting out start/cpu 2 or change start/cpu all into discrete start/cpu commands 
If you’ve got a test machine you could prepare the alternative STARTUP.COM on it. Since the error takes an hour to develop that would give you sufficient time to copy the modified startup file.
