The HPE OpenVMS EDU license program is free of any end-user charges for the licenses themselves.  I assist several of my Education customers with their renewals every year.

For "Participating Chapter" pull-down menu item select "HP - Edu Program" (toward the bottom of the list)

This is all done by HPE Bangalore staff these days.
John Egolf set that up before his departure from HP.
