At least it was an attempt at providing more modern (at the time) and sub-stratospherically priced fiber channel storage to the sub-enterprise VMS users that weren't supposed to exist according to HP as they otherwise helped kill off that market.  And despite the periodic hardware issues, it has been faster and far more reliable than the shared SCSI config it replaced.
