VSI has a cURL kit.  I do not know what is in it.

VMSPORTS Sourceforge site has an older cURL package that has a libcurl 
shared image, and it requires the ZLIB and the older HP SSL 1.4 package, 
(Or even older SSL for the VAX package).

The HP SSL 1.4 kit has a bug in it where it is missing a transfer 
vector.  This can be worked around as per the latest VMSPORTS kit which 
includes source, but Haxx.se will not accept the patch because of 
license conflicts.

I have not had time to try to build cURL with the newer OpenSSL.
