Please file a formal bug with us, and I'll look at it.
I'm the DECset maintainer, and I've already fixed several bugs latent from the
code base we received from HP.
What version of CMS -- $ CMS SHOW VERSION will reveal all.
For what it's worth, I can reproduce this on CMS V8.4-3 on an Alpha
running V8.4-2L2 (EISNER:: -- the DECUServe system that VSI hosts).
$ sho sys/noproc
OpenVMS V8.4-2L2 on node EISNER 26-AUG-2018 13:34:03.59 Uptime 5 23:10:07
$ cms fetch login.com/out=tt: ""
%CMS-F-BUG, there is something wrong with CMS or something it calls
-CMS-F-NOQIO, $QIO failed
-RMS-F-SYS, QIO system service request failed
-SYSTEM-F-NOT64DEVFUNC, 64-bit address not supported by device for this function
