Ah, but it does need a web server, and I'm sure some will suggest such 
should be part of the OS.  I do not feel that such an application should 
be part of the OS.  That might lead to everyone wanting their own 
favorite app to be part of the OS.  A slippery slope.

I could also suggest that any GUI might not be considered part of any 
OS, but an add-on app.

Quite murky, huh?

Now, what about the old VMS management station software?  Actually, is 
requiring a weendoze or other desktop for GUI management of VMS systems 
all that bad of an idea?  Not a major cost for the desktop.  I think the 
problem would be insuring that the interface to the desktop, the desktop 
part of the system, would always be the same as the command line based 
management.  Might be a whole bunch cheaper and easier than graphics on 
a VMS system.
