Thanks Terry and Dave for the offers. I got an emulator running and the
build is chugging away so I think I will content myself with what I have
for now.

Yes, it does. The registration process says:

Membership in DECUS is not a requirement for subscribing to DECUServe.
However, if you are a DECUS member (or a previous DECUServe subscriber),
you may register with your existing number. That's the old 6-digit number
beginning with the digit 1, 2, or 4. **NOT** the new identifier that is
all letters, or begins with the digit 9.
If you know your 6-digit US DECUS Member Number, please use it for your
DECUServe subscription number.
Otherwise, a new DECUServe number will be assigned to you during this
process.

Since my DECUS number begins with a 9, it won't accept it and there's no
way for me to recover an existing account. So I created a new one for
about the 4th time.

N.B. This only works with telnet, not ssh. I've had correspondence with
Dale Coy and he is aware of that problem.
In any case, the disk quota on Eisner is 10,000 blocks and I need closer
to a million, so Eisner looks like a dead end for my purposes.
