Rummage the X data files for the X app in question.  Or aim a strings 
tool at the X tool executables, and go rummaging for strings that look 
like X resource entries, if there's little or no evidence of X in the 
app docs.  If the X package is under support, ask the vendor.

The xsetroot cursor size and color settings don't work all that well 
and there's little documented support for what you want to do here, as 
you will have found by rummaging the docs and the archives of c.o.v.  
But that might work well enough for your needs:

The DIGITAL UNIX / Tru64 / OSF/1 X documentation had the Xdefaults 
docs, most of which also applied to OpenVMS but little of which was 
documented for OpenVMS.
