They have had 30+ years (depending on how long a Fortran 77 compiler
has been generally available for their platform). How much longer do

No. For starters, you would also have to make VSI rewrite all VAX C
specific user code to be compatible with Clang and you also have to
make the compiler people on every platform around rewrite user code
to be compatible with the latest version of a language.
