Actually, in many cases, you most certainly _cannot_ have that as either
site security standards or local industry/government security standards
outright ban the transmission of data via unencrypted means and maybe
even via secure protocols which are now deemed to be too weak.

If a VMS system can't operate in that environment, it's likely to get
replaced with an operating system which _can_ operate in that environment.
