Based on IP address. Now it all makes sense.
One of the laughs of the day for me is always to see where
Google thinks I am (I am sure it uses the IP address from
my ISP (Verizon) to decide what to tell me. So far it has
been all across the state with a few even in other states.
Very seldom anywhere near where I actually live. Like I
said, about as accurate and useful as Google searches.

PS. Tracing IP addresses doesn't work like on NCIS. They
can't use it to track you down to the third table from the
left in the Starbucks on 5th Ave in NYC.
