You can and should recommend it.  Whether the decision is made to 
upgrade or not is the customer's decision.  In some organizations, this 
sort of detail can end up being relevant to SEC filings, and you really 
don't want to be left holding that bag all by yourself.

HPE—HP is not involved here—was using V5.7 as an upgrade path for IP on V8.3.

V8.4 adds software, security and stability fixes, some minor 
enhancements via UPDATE kits, and offers HPE new-patch support for the 
next ~two years.

The SSH-related fixes are not related to the configuration files.  The 
fixes are the addition of some long-overdue updates to SSH.  Yes, the 
fixes are "off the shelf", in other words.  The OpenVMS SSH 
implementation has been trailing for a while, and has been receiving 
updates once connections start breaking.

As I've commented elsewhere, we're on a treadmill of updates here, 
which means staying current.  Or accruing risk.  That trade-off being 
one that management is paid to make.
