Because it wasn't for that.  The 32-bit systems weren't I/O engines, they
were CPU engines.  They were entirely different systems with an entirely
different application, but the sales people didn't understand this.

I am sure DEC could have made a 32-bit I/O engine.  They might even have
been able to make one with the Vax instruction set.  But it wouldn't have
been directly Vax-compatible.  There isn't as big a market for such a 
machine, but it's a dedicated one.

Yes, much like the classic I/O engine system the IBM/360 did.
