As mentioned by others, there is "NXTware Remote - Modern Cross-platform
Eclipse-based Remote Development" for C, C++, COBOL, BASIC, Pascal,
FORTRAN and Java developers.

For C and Java (and maybe for C++ as well, but I didn't try) you may
just use Eclipse. I use it all the time, on Linux. No special plugin
(except for DCL command procedures, MMS and linker options files) for
FTP, or so. Here I just copy the files to the target platform  and then
re-compile there. For copy I prefer scp if available on the target
platform. I probably mentioned this before: I even used Eclipse/CDT for
VAX-C code which had to run on an emulated VAX with VMS 5.5-2.
