I think this is a lot of it.  I see a lot of people looking for this
sort of thing who are offering salaries that would have been reasonable in
the 1970s but aren't very reasonable today.

A lot of the people running legacy systems are doing so because they are
cheap.

We have a local shop that is looking for IBM COBOL programmers but they are
offering about half of what I'd expect for a fresh-out.
