I suspect the origial zip contained files called DECSET122.%, but the process of creating an ISO of them will have truncated filenames to 8.3 characters (and lost the file attributes).

My recommendation would be to create an ISO of the ZIP file, rather than the contents, and then unzip the files from the ISO once it has been mounted within VMS.  This should preserve the filenames and attributes.
